A Philadelphia City Council committee took testimony recently on mandating that landlords conduct regular inspections of fire escapes. The committee hearing followed the filing of a lawsuit by Kline & Specter, PC, against the owner and landlord of a Rittenhouse apartment building whose fire escape landing collapsed, killing one young man and injuring two women as they fell 40 feet to the ground. Testifying for Kline & Specter was attorney Dominic Guerrini, who urged Council members to adopt an International Fire Code requirement for inspections of fire escapes and balconies every five years by independent qualified professionals.
